Prepare the apples by washing them and removing their stems. Push the wooden skewers securely into the stem end of each apple.
In the top of a double boiler, gently heat caramel and 2 tablespoons water until completely melted and smooth. Remove the caramel from the heat and dip the apples one at a time into the melted caramel to coat.
If desired, dip the apple tops into chopped peanuts, and place each apple in a cupcake paper.
Place the apples in the refrigerator for a few minutes until set.
