In a large pot, combine the water, cider vinegar, garlic, brown sugar,
peppercorns, and bay leaves. Bring the liquid to a simmer. Add the chicken wings and simmer
for 20 minutes, or until fully cooked.
Preheat the grill or oven broiler. Grill the chicken wings, basting
them periodically with the barbecue sauce. Be sure to turn the wings periodically to prevent
burning. For very blackened but tasty wings, cook each side for about 5 to 6 minutes.
